| 1. GENERALITIES １．概論 1.1 Classification of Athletes 1.1選手のクラス分け Duration: 1-3 days depending on the number of athletes to be classified. 期間：クラス分けを受ける選手数にもよるが、１日から３日とする。 One experienced classification team can test approximately 30 athletes per day. 経験のあるクラス分けチーム１組につき、１日約30名の選手をクラス分けする。 Means: Classification staff as designated by the IPC Winter SAEC's. 方法：クラス分けスタッフはIPC冬季スポーツ委員会によって任命される。 Equipment to be provided by the Organizing Committee according to the IPC Winter SAEC's classification rules. IPC冬季スポーツ委員会クラス分け規則に従い、組織委員会はクラス分け用具を提供する。 Rooms: 2 large rooms for locomotor classification, 1 for alpine/nordic, 1 for ice sports and additionally 1 room for the visually impaired according to the IPC Classification Rules. Two of these rooms (1 for locomotor and 1 for visually impaired) must to be kept during the whole competition. For the administration the classifiers need an office equipped with stationery, telephone, fax and PC with a printer. 会場：IPCクラス分け規則に従って、運動機能クラス分け用に大部屋を２部屋、アルペン/ノルディック用に１部屋、スレッジ競技用に１部屋、視覚障害者用に１部屋を準備する。この中の２部屋（運動機能クラス分け用の１部屋と視覚障害者用の１部屋）を、競技期間中クラス分け用に確保すること。運営部門およびクラス分け委員用の事務所には、事務用品、電話、ファックス、プリンタ付きのパーソナルコンピュータ(PC)を設置すること。 1.2 Classification Teams 1.2クラス分けチーム Each SAEC will nominate at least 1 team of 3 authorized classifiers, covering the medical and technical classification aspects of the locomotor disabled. 各SAECは、運動機能障害の医学的・技術的両側面からのクラス分けを行うことができる有資格のクラス分け委員を最低3名、１チームを任命しなければならない。 For visually impaired 1 team of ophthalmological classifiers is required. 視覚障害者に対しては、１チームは眼科を専門とするクラス分け委員でなくてはならない。 The nominated official classifiers for a given competition shall not be members of their national teams, as they shall be available during the whole competition for protests, observations, administration and as advisers to the race juries. 任命された公式クラス分け委員は、自国選手団のメンバーであってはならない。これは競技期間中の抗議に対応し、競技を観察し、クラス分けを運営し、上訴審判への助言を行うことができるようにするためである。 1.3 Classification Facilities 1.3クラス分け施設 Organizers will ensure the presence of administrative staff for the registration and referring the athletes to their specific classification area, which should be located in walking distance to the accommodation. Administrative staff to record all classification changes and to be available in each individual classification area. 組織委員会は、クラス分け登録や選手の照会を行う運営スタッフを個々のクラス分け会場に配置しておかなければならない。クラス分け会場は、宿泊場所から徒歩で移動できる距離に設置し、運営スタッフはクラス分けにおけるすべての変更を記録し、各会場で任務に就けるようにしておかなくてはならない。 The 3 classification rooms are to be marked with appropriate posters and signs for the different groups: クラス分け用の3部屋には、どの障害グループの部屋なのかを判別できるように適切なポスターや表示をつけること。 Visually impaired athletes 視覚障害を持つ選手 Alpine & Nordic athletes アルペン＆ノルディック競技の選手 Ice Sports athletes 氷上競技の選手 For visually impaired athletes: A room at least 8m long with ordinary light conditions. Snellen charts, ophthalmoscope, tables ,chairs and classification cards. 視覚障害の選手用： 通常の照明を使用した長さが最低8mの部屋に、視力検査表、検眼鏡、テーブル、椅子、クラス分けカードを設置すること。 For locomotor disabled athletes: Each area shall have tables and chairs. Special equipment including an examination bench, a tilt board (with straps/goniometer/1kg Medicine Ball) a goniometer, tape measures ,classification cards and stationery 運動機能障害の選手用： 各エリアにはテーブルと椅子を設置すること。テスト用のベンチとティルトボード（傾斜のついたベッド：固定用ベルト、1kgのメディスンボールを設置すること）、角度計、巻き尺、クラス分けカード、事務用品を含むこと。 Sport specific classification testing will take place when deemed necessary. Slope/track/ice rink will be required for this purpose as close as possible to the classification area. 競技ごとの詳細なクラス分けは、必要であるとみなされる場合に行われる。このため、ゲレンデ/トラック/アイスリンクはできるだけクラス分け会場の近くに設置しなければならない。 Protest classifications shall take place in the classification rooms and/or on the slope/track/ice rink for the practical test. クラス分けに対する抗議はクラス分けルームか、実技におけるものであればゲレンデ/トラック/アイスリンクで行う。 The IPC protest form is to be used. IPCの抗議用紙を使用すること。 After the receipt of final entry forms the Organizing Committee will send a list of athletes per sport to the SAEC's Classification chairpersons, who will advise the Organizing Committee of the athletes to be classified. 最終エントリー受領後、組織委員会は、SAECのクラス分け委員長に競技ごとの選手リストを渡し、同委員長は組織委員会にクラス分けされる選手を通知する。 1.4 Protests 1.4抗議 For classification protest rules see IPC Handbook, Section II - Chapter 5. クラス分けに関する抗議についての規則は、IPCハンドブック第5章第2節を参照のこと。 Special regulations: 特別規則 The classification chairman for each sport will nominate the protest committee, which consists of at least one technical and one medical classifier. 各競技のクラス分け委員長が抗議委員会を任命する。抗議委員会は技術的クラス分け委員と医学的クラス分け委員最低各１名とで構成するものとする。 The protest committee shall elect its own chairperson. 抗議委員会は委員会の委員長を選出しなければならない。 Authorised classifiers who are members of a national team may sit on a protest committee, if they are not associated with the protest. 各国選手団のメンバーである有資格のクラス分け委員でも、自国が抗議と関連を持たない場合は、抗議委員となることができる。 As the functional classification should as far as possible be a decision of consensus, the members of the protest committee may have already seen and discussed the class of the competitor subject to a protest. 機能的クラス分けに関してはできるだけ委員会の総意に基づくものでなければならず、抗議委員はあらかじめ抗議の対象となる競技者について調べ、協議しておかなければならない。 Where a classification is changed either following a protest or as a result of a review during competition. The change shall take effect immediately and before the next event. 抗議の結果であろうと競技中の再評価の結果であろうと、選手のクラスを変更する際には次の出場種目が行われる前に、迅速に行わなければならない。 Where a classification is changed during a competition the competitor will compete thereafter in the new class. Any medals already won will be kept by the competitor. Any records set by the competitor at the competition prior to reclassification will not be ratified. 競技中にクラスが変更になった場合には、選手はそれ以降は新しいクラスで競技を行わなければならない。すでに獲得したメダルについては選手が保持してよい。再クラス分け以前の競技者の記録は認められない。 If a competitor fails to cooperate with the classification process or if in the opinion of the classification team a competitor deliberately misleads the classifiers he/she shall be considered to have infringed the rules of the competition. Such an infringement shall be reported to the relevant Sports Assembly Executive Committee (SAEC) who will decide upon an athlete's disqualification. 選手がクラス分け検査に協力的でなかったり、故意に誤解するようにさせたとクラス分けチームが判断した場合、その選手は競技規則に違反したとみなされる。このような違反は選手の失格を決定する当該スポーツ委員会に報告される。 |
